Volunteer Management Division

The Volunteer Management Division is the operational heart of the National Volunteer Service (NVS), responsible for coordinating, deploying, and supporting volunteers across Papua New Guinea. It ensures that volunteer placements are strategic, impactful, and responsive to community needs, while fostering a culture of service, professionalism, and national pride.

Core Mandate: To manage the full lifecycle of volunteer engagement—from recruitment and placement to performance monitoring and post-service support—ensuring that volunteers contribute meaningfully to national development and community empowerment.

Key Functions:

  • Recruitment & Selection: Identifies and screens qualified candidates for volunteer assignments based on skillsets, community needs, and program priorities.
  • Placement & Deployment: Coordinates the assignment of volunteers to host organizations, ensuring alignment with development goals and logistical readiness.
  • Orientation & Training: Provides pre-deployment training, cultural orientation, and ongoing capacity building to prepare volunteers for effective service.
  • Supervision & Support: Monitors volunteer performance, offers technical and emotional support, and facilitates communication between volunteers and host communities.
  • Performance Monitoring & Reporting: Tracks volunteer contributions, collects feedback, and evaluates program outcomes to inform continuous improvement.
  • Host Organization Liaison: Builds and maintains relationships with host agencies, ensuring clear expectations, mutual accountability, and productive collaboration.
  • Recognition & Post-Service Transition: Celebrates volunteer achievements and supports reintegration through certificates, career guidance, and alumni engagement.

Strategic Role: The Volunteer Management Division ensures that volunteerism in Papua New Guinea is well-organized, impactful, and empowering—serving as a key driver of inclusive development and civic engagement.

Aligned with the Medium-Term Development Plan IV (MTDP IV), the division is tasked with sustaining allowances and placements for 900 volunteers, including youth (15–24) deployed to deliver basic services. By engaging and placing young people as volunteers, NVS strategically aligns this division with the aspirations of key government policies, particularly the National Youth Policy, Integrated Community Development Policy, and MTDP IV Strategic Priority Area 3 (SPA3).

The Recurrent Volunteer Engagement Section is responsible for managing long-term volunteer placements and sustaining institutional partnerships that support ongoing service delivery. It focuses on building continuity in volunteer engagement by ensuring that volunteers remain committed to extended assignments and that host organizations benefit from consistent support.

This section plays a vital role in strengthening the stability and reliability of NVS programs. By fostering durable partnerships with communities, institutions, and stakeholders, it ensures that volunteerism contributes to sustained impact rather than short-term interventions. The RVE Section also emphasizes the importance of volunteer retention, professional development, and long-term integration into service delivery systems.

Through its work, the Recurrent Volunteer Engagement Section enhances the credibility of NVS as a trusted institution, ensuring that volunteerism remains a cornerstone of national development and community empowerment in Papua New Guinea.

The Societal Partnership Responsibility Section leads strategic engagement with civil society, the private sector, and community-based organizations to foster inclusive development and shared responsibility. It plays a central role in cultivating partnerships that support volunteers through coordinated joint programs and resource mobilization efforts.

This section also promotes corporate social responsibility initiatives that are aligned with national priorities, ensuring that volunteerism is integrated into broader development strategies. By building strong relationships with diverse stakeholders, the SPR Section enhances collaboration, strengthens community ownership, and expands the reach and impact of NVS programs.

Through its work, the Societal Partnership Responsibility Section ensures that volunteerism is not only a government-led initiative but a collective effort that unites communities, institutions, and businesses in advancing sustainable development across Papua New Guinea.

The Volunteer Community Development Training Section is responsible for equipping volunteers with the skills, knowledge, and tools needed to effectively contribute to community development initiatives. Its core functions include designing and delivering training programs focused on participatory development, structured around three key stages: Pre-Service Orientation, Mid-Service Conference, and End of Service.

The section ensures that training is contextually relevant, aligned with national priorities, and responsive to community needs. It emphasizes practical learning approaches that prepare volunteers to engage meaningfully with communities, adapt to diverse cultural settings, and deliver sustainable outcomes.

In addition to program delivery, the section monitors training outcomes, supports continuous learning, and collaborates with stakeholders to enhance capacity-building. By fostering professional growth and strengthening volunteer competencies, the Volunteer Community Development Training Section contributes to the overall effectiveness and impact of the National Volunteer Service in advancing inclusive development across Papua New Guinea.

The Volunteer Project Management Section is primarily responsible for monitoring and overseeing projects implemented by volunteers to ensure they align with national development priorities and deliver measurable impact.

It tracks project progress, assesses outcomes, and ensures compliance with established standards and objectives. The section facilitates reporting and documentation of best practices to strengthen accountability, transparency, and organizational learning.

By maintaining oversight of volunteer-led initiatives, the section ensures that projects are effectively managed, resources are optimally utilized, and contributions are visible and strategically aligned with the broader goals of the National Volunteer Service.
