Corporate Regulatory Service Division

The Corporate and Regulatory Services Division provides essential administrative, financial, and regulatory support to ensure the smooth and compliant operation of the National Volunteer Service (NVS). It acts as the organizational backbone, enabling all divisions and programs to function efficiently and in accordance with national laws, governance standards, and institutional policies.

Core Mandate:

To deliver high-quality corporate services and uphold regulatory standards that strengthen internal governance, operational integrity, and organizational sustainability. This division oversees critical functions such as human resource management, financial administration, information and communication technology, procurement, and general administration. By ensuring that these systems are robust and responsive, the division safeguards accountability, enhances efficiency, and supports the long-term resilience of NVS.

The approved 2022 restructure, which expanded staffing from 18 to 97 positions, reflects a strategic shift toward institutional resilience and alignment with national development priorities. This growth was designed to strengthen service delivery across all corporate functions, ensuring that NVS is equipped to meet the increasing demands of volunteer management and program implementation nationwide. Through its work, the Corporate and Regulatory Services Division ensures that NVS remains a well-governed, compliant, and sustainable institution, capable of delivering its mandate with credibility and confidence while supporting the broader vision of volunteerism as a driver of national development in Papua New Guinea.

The Finance and Administration Section is responsible for managing the financial resources and administrative operations of the National Volunteer Service (NVS). It ensures that the organization operates efficiently, transparently, and in full compliance with national financial regulations and internal policies.

By overseeing budgeting, financial reporting, procurement, and administrative support services, the section provides the backbone for effective program delivery and organizational sustainability. Its work guarantees that resources are allocated responsibly, expenditures are monitored, and operations are conducted with accountability and integrity.

The Human Resource Management (HRM) Section is responsible for overseeing the recruitment, development, and welfare of personnel within the National Volunteer Service (NVS). It ensures that the organization is staffed with competent and motivated individuals, while workplace practices promote productivity, equity, and professional growth.

Through effective recruitment processes, the HRM Section identifies and attracts talent that aligns with the vision and mission of NVS. It also provides training and capacity-building opportunities to strengthen staff skills and enhance organizational performance. The Information and Communication Technology (ICT) Section provides critical digital infrastructure and technical support to enable efficient operations and secure communication across the National Volunteer Service (NVS). It ensures that systems are reliable, data is protected, and staff are empowered with the tools they need to deliver services effectively.

This section manages core ICT functions including network administration, system maintenance, data security, and user support. By maintaining robust digital platforms, it enables seamless coordination across divisions, enhances transparency, and ensures that information flows efficiently within the organization and to external stakeholders.

The ICT Section also plays a strategic role in modernizing NVS operations by introducing innovative technologies, strengthening cybersecurity measures, and building staff capacity in digital literacy.
